POV will be quieter, EVGA is the brand people generally buy for the warranty
No idea about the POV, I just assumed as it's a dual fan non reference vs a reference card.
The windforce is generally viewed as the quietest dual slot card on the market and Giga has a great warranty to back it up too.
However, if I was buying, I'd get this:

That would probably be the quietest setup, I'd go for an EVGA card though as POV will void your warranty if you remove he stock cooler.
Just to be clear, are you completely discounting AMD options?
Well, AMD will certianly give you better value, but if you utilise physx and have the spare cash, then I'd go for nvidia.
I'd go for this, see how you cope with the noise, then add the cooler later if necessary

If you're not bothered with physx, then I'd certainly go for the 7950![]()
7950 twin frozr is the best choice IMO

Odd, all 7950s should come with games.
If you've got the money and want silence, have you considered water cooling?
To WC you card and CPU you could be looking at anything from £200 to £400 for simple loops.
