Does any software exist that I can measure my power supply under certain loads? Telling me the wattage used and also the amps on the rails?
 
Short of dismantling the unit and conducting tests yourself (DO NOT DO THIS!! :p ), it's practically impossible.

It is possible to measure the total load pulled from your mains socket in tersm of whats/amps by buying a small meter for about £30 from most major electronics stores, they simply plug between the mains plug and the wall socket. The only way I know of to test the amps being pulled from a specific rail would be to attach a meter where the rails enter the PSU, however this would be difficult as I dont know how you can find all the 'rails' without knowing the PSU's full circuits.

May I ask why you want to do this?

Or a cheaper option would be to simply buy a cheap Multi-Meter (£10+) and connect it in series on the phase conductor. This will tell you the current draw in Amperes which can be converted to Watts ( Joules/second) by multiplying by 230 (Supply voltage)
