GTX 770 doesn't consume much power so adapter should work well.
But passive PFC... -5V...
By PC tech standards that PSU is prehistoric fossil.
And whole 650W is likely some pulled out of hat peak reading.
Basically every single PSU has some combined 3.3V and 5V combined max output power and neither can you just sum together 12V current limiter ratings.
So would rate it just as something like 500W PSU as new.
What are you trying to power with it?
Hope CPU isn't very power hungry.
IIRC its an i3 41something and the board is a bog standard microatx with 4gb ram.
My brother gave it to my son but it had a rubbish gpu in so i swapped it with my old 770 which has 1 8pin and 1 6pin power connector but the psu has only 2x 6pins.
