Power issue

I have a PC that after several hours of being turned off will not turn on until I have unplugged and plugged the power back in. It then turns on and is fine until the next time I shutdown and try to power it back up.

I have a feeling it is the PSU however I have tested it with a PSU tester and it says it is fine. (though I am not sure how accurate the tester is).

Has any one else come across this?

4 years old. I have a couple that are identical. The other is fine.

I turn it on, having to unplug the power then plug it back in. I use it, shut it down using start > shutdown. it is off for a few hours then it wont turn on. I unplug the power and so on. If it has been off for only a few minutes maybe a couple of hours it is fine. But any longer and it won't turn on.
