Power Issues

So, the last few days I've been having an issue booting up.

When I press the power button on my case nothing happens. After maybe 20-30 seconds & some frantic button pressing the pc will boot no problems.

However, this morning I decided to boot via the power button on the motherboard, same issue. Curious if anyone has any ideas of what's to blame here.

Tried shorting it on like you suggested but I'm not really sure if its helped.

It just made a clunk both times I tried, something I've never heard before. Annoyingly there isn't anything to give away that the PSU is working when I try shorting it on. It's a Corsair AX750, the fan doesn't start unless under load & it doesn't have a light on the back or anything.

I'm trying a different 24 Pin in the system at the moment, I've got 2 sets of cables for the PSU, to see if it makes a difference. But the issue only seems to arise from a cold boot. I can shut it down & boot it back up first attempt, but in the mornings for example it just won't start.
