Power Management keeps resetting ? In Vista

Hi,

Have Vista 64 bit here on Athlon 64. I have set it so if CPU is below 20% then it is in a low power state and then the multiple goes down to half.

This works but every time i restart it resets power management so that it changes to 100% cpu so basically never works, any ideas why ?

Is it set in the BIOS somewhere that overrides the setting within Vista?
