Power off problems

A friend of mine has a problem with her laptop. what I gather:

The screen goes off, but the laptop stays on 'because she can hear it'. to rectify this she has to force turn it off, and reboot. however, sometimes the screen doesn't come on so the same process is repeated.....?

anyone savi, and can suggest anything???

I have told her to take it to a shop, but if its something simple....?

Serious suggestion - maybe it's not off.

As in.... perhaps she's set her off button to make it hibernate or sleep (or whatever that junk is).

what model is the laptop? i had the same problem with a mini-acer and all i had to do was to install a new video driver..

I'v scoured google, and no one seems to have a definitive solution.

suggestions range from reinstalling OS, to simply cleaning the fans with compressed air?!
