Power on Issue

I have a strange issue (with my PC), when I turn it on for the first time it seems not to power up my USB ports and stops at the bios screen, I then have to use the power reset button on my case to restart and magically it works fine. I have recently upgraded to a Corsair CS850M 850W Semi-Modular 80+ GOLD Certified Power Supply (CP-9020086-UK) which solved my random power off issue and a speedy Crucial BX100 250GB SSD.

The SSD is the only boot device, have i set something wrong in the bios, has anyone had a simliar problem?

What have you got plugged into the USB ports ?
Does it boot fine with nothing in USB ports ?

Keyboard, Mouse, Webcam, phone charger/data cable are all that's plugged in.

Have you tried unplugging them and then trying to boot as Varkanoid suggested?

Its not a problem that always occurs have tried but it seems to only happen on the first power up of the day.
