Power Supply - 600W or 700W

Have you considered just upgrading the graphics card and PSU, and waiting until next year (loads of shiny new tech) for the CPU/mobo/RAM upgrade? The Q6600 - even at stock speeds runs most modern games rather well, it is clearly just your GPU that is holding you back at the moment.

And i think one of my ram sticks is bad? my pc was not booting up and im running on 2gb now, may be the ram or the boartd. Any way i can test?

As far as the PSU question is concerned I was wondering myself is a 700w PSU going to cost more to run than a 600w, be more efficient or is it the amount of power the components draw no matter the size of the PSU?

Its the amount the components use no matter what size the psu, a bigger wattage psu should run cooler and therefore be more efficient than a smaller wattage psu being pushed closer to its rating.

will be quieter too as the psu fan spins more slowly.

Have you checked what's official specified voltage for those particular memories and then set memory voltage to that value in BIOS?

i suspect you've got something against OCZ?
Just against all those cheap Chinese capacitors OCZ uses.

If anything most people push 20% load of PSU where efficiency is already starting to prepare for free fall.

And if efficiency were same both 500W and 1kW PSUs would produce as much waste heat.
