Power supply fan not functioning - help (Antec SmartPower)

So i decided to boot up my music computer today and format it. Despite it not booting from CD a few times i managed to get it to, then i noticed something.
My PSU is an Antec SmartPower 350W with two fans (one facing outside the case, one inside by the CD drive). The fan pointing outside of the case right at the back isn't moving. I can feel that area getting very warm and i'm guessing it's meant to be moving. I've tried kick starting it by sticking something through the hole and spinning the fan hoping it will keep going on it's own accord but it doesn't. What's up with it? I'm guessing there isn't a fan power cable inside i need to hook up that i haven't? (it's on the PSU so it should get it direct from there).
 
Recently bought a smartpower for my folks pc. The fan on the inside (EDIT - the one by the CD drive) spins all the time, but the one on the back is temperature sensitive and only comes on when the temp goes up (no idea at what point it kicks in though.)
