If you can be without it for a few weeks then RMA it.
Otherwise if you can't be without it and don't mind losing the remainder of your warranty and want a quick fix then replace the fan. Provided you are careful it's a simple job.
You might like to check the fan isn't obstructed by something or clogged with dust before doing anything though.
I will take it out later and check the fan to see if theres anything obstructing it.
if there is i will try to remove it without touching anything that looks painful.
i cant wait 2 weeks for RMA as i would get out leveled on Black Ops if i do .
In all likelihood it's probably the fan bearing but worth checking for the obstructions just in case.
The original fan in the CX400 is a 2000 rpm ADDA fan which should be easy to replace with something similar. Depending on the PSU you may just be able to fit the new fan directly to the header on the PSU or cut and solder the wires if the header is different and won't fit. You can disconnect the yellow lead and run that to your motherboard so you can monitor the speed as well, that's what I did.
