My current power supply Hyper Type R 580watt ... Now im trying to see if it maybe faulty and the cause of stuttering, taking all options :D :D

This is what its running

4 CASE FANS
AMD 3800+ @ 2.56ghz
1xthermaltake cooler ( i think , its silver 3 pipes & Big fan )
1Xdvdr Liteonit
1XIde Seagate drive
1xSata 2 seagate 7200.10 16mb cache
1 Upgraded Chipset cooler copper
X1800XT @ 680/780 Accelero X2 fan
2GB Gskill pc4000 in the yellow slots
Xfi Soundcard
1xNvidia lan controller - router speedtouch 546

Issues :

Cannot overclock over 220fsb with ram in the orange slots ( only in yellow )
System fails to boot up if the system has been unplugged from the mains for a
few hrs ( if the psu has power but not system on it will boot up every time )
Micro stutters throughout my games and movies

Volt read out :

+3.3v = 3.31V
+5v = 5.03V
+12V = 11.79V

I have the same psu and it's powering a lot more than that with no problems so i can only assume yours is on it's way out or there is a problem with the motherboard. Seems unlikely to be the psu causing the memory slots problem.

Maybe some of the psu experts could jump in here.

+5V - 36A
+12V1 - 20A
+12V2 - 18A
-12V - 0.8A
+5VSB - 2.5A
+3.3V - 0.4A/30A

IT IS RECOMMENDED THAT POWER SUPPLY MEANT TO RUN AN ATHLON 64 SYSTEM HAVE AT LEAST 24A ON THE +12 VOLT, BUT 30A IS IDEAL IF YOU PLAN TO OVERCLOCK. This may seem a bit steep to some, but bear in mind that a healthy unit will ensure that your computer is not victim to common power-starved symptons such as stuttering, hitching, and random reboots (these will be especially pronounced in games).

But the Hiper has two 12v rails, 20+18 amps making a total of 38 amps. This is what mine is powering and i get no stuttering, instability or anything.

AMD AThlon 64 Clawhammer 3700+ O/C to 2.75ghz. (socket 754)
Epox 8NPA Sli
2X BFG 7800GT's in Sli O/C to 500/1.20.
2X1GB sticks of PNY PC3200 @230mhz 3-3-3-5 1T
Creative Labs Soundblaster Audigy 2ZS
2X 160GB Maxtor Diamondmax 10 Sata Hdd's
NEC 4550A DVDRW
MSI 52x32x52 CDRW
3.5" floppy drive
2x120mm LED case fans
2x92mm case fans
2x80mm LED case fan
2x Vantec Vortex Hdd coolers/temp display
Vantec Nexus Fan controller/Cold Cathode controller
2x Cold Cathode tubes

As i said, it is stable no matter what i am doing, be it surfing the net or gaming. Games such as Doom 3, Quake 4, Oblivion, GTR, COD 2, Far Cry etc run smoothly and with no problems.

Have you tested your memory at all? It could be that the ram is showing signs of a fault.

Not quite, you can draw 20 and 18 from those rails but not at the same time, it won't allow more than 30A from both rails combined. Still plenty for most rigs though.
