Power supply problems

I haven't posted here for years but just bought a full system from OC spec below:

Seasonic M12 Modular 700W Silent ATX2.0 Power Supply
Arctic Cooling Freezer 7 Pro CPU Cooler (Socket 775)
Pioneer DVR-112DBK 18x18 DVD±RW Dual Layer ReWriter - (Black) OEM
Samsung SpinPoint T HD501LJ 500GB SATA-II 16MB Cache - OEM x 2
BFG GeForce 8800 GTX OC2 768MB GDDR3 HDTV/Dual DVI (PCI-Express)
G.Skill 2GB DDR2 HZ PC2-6400 (2x1GB) CAS4 Dual Channel Kit x 2
Intel Core 2 Duo E6600 "LGA775 Conroe" 2.40GHz (1066FSB)
Asus Commando Intel 965 (Socket 775) PCI-Express DDR2 Motherboard

The problem is the 12v rail is only 10.81v and it runs steady. I have checked with a multimeter and the readings are correct. Now the question is this far to low?

I suspect it is but just wanted clarifiaction before I send in a RMA. I get really bad overclocks and suspect that the 12v rail may be the obsticle and every so often I get a system reboot for no apparent reason.

Any help appreciated :)
 
Yep i think thats too low, i can't remember exactly but i think at most they should have a 0.5% variance + or -.

Someone feel free to correct me though....

EDIT:: Apparently should be 11.4 to 12.6v.
