Everything will run at the correct speed. However when software that puts a high demand on the system is run, 3D games, rendering applications for instance, random crashes will occur. These usually manifest themselves as VPU errors on ATI cards and/or software exiting to the desktop or locking up and producing application errors, usually an exception.

If the machine is stable during web browsing, word processing and similar unintensive tasks then assume, though it is not certain to be, a power supply inadequacy.

From personally experiencing this, my PC was prone to screen locks when left for long amounts of time unattened. Everything will run at the right clocks, but your graphics card may not have enough juice.

eg Your graphics card needs 20amps to boot, but 24amps to run in performance mode or to run well and it's only getting 20amps then your going to see a decrease in potential performance.

Yewen/Thomas Lamb explained that one to me, hope I got it right.. Cheers Yem. :)
