Power supply ticking on boot.

Hi,

I recently bought a "Akasa Ultra Quiet 460W Paxpower Active PFC ATX2.0 PSU - Black Nickel with Blue LED Fan (CA-004-AK)" from overclockers.co.uk and im not sure whether its faulty or not.

The fan seems to make a ticking noise when the PC is booting and the blue cathode flashes when the ticks occur. It does seem to calm down when getting to the log on screen but i was a bit concerned as im not sure whether it is suppsed to do this.

Can any one shed any light?

EDIT : sorry, as a side question (and this may be a very silly question) do Cathodes give of much heat. Since putting this PSU in my system temp is hitting 33+ and CPU temp is at 40-42 when idle.) I have a couple of cathodes on some fans i have.
