power up problem

Hi everyone, seems I need some of you're fine wisdom once again.

Was online playing a game when all of a sudden the sound went all high pitched and a blue screen came up saying there was a problem, it had dumped the memory and to restart the pc if this was the first time it had happened. So I restarted it and now it powers up for 3 seconds before power cuts out. I sorted my psu fan out which has been dodgy for awhile(makes a lot of noise due to a blade of the fan just catching the outter casing) and now when it cuts out it waits a second and repowers up, 3 seconds power cuts out again. Continually does this until I turn power off. I've left pc till it's cold and tried incase it had just over heated but hasnt helped.

My guess is this is a psu problem?

pc specs:

p5k mobo
intel quad 6600
2gb ddr2 ram
gforce 7600
2hdd's (100gb and 250gb)
Hiper psu 580W
 
OK just checked my PSU with a spare one. Same problem :( However it was only a 350W which probably isnt enough but *** it have the same problem cause of this?

I've checked that it's not my wall socket and checked the power cable. Only thing I can think of now is either the wiring for the power button or the mobo?

Mobo light stays on so that means it's continually getting power to it?

Any help with this is really appreciated. I got a ton and a half of uni work to get done over christmas still and no pc atm :(
