How is it possible to switch on a power supply without the use of a motherboard etc? Just asking as I was looking for an alternative way to externally power my Cold Cathodes on my desk.

Thanks, Dharok.

I seem to remember it's something to do with bridgeing green and black on the 24pin motherboard connector. Although I wouldn't do it until someone confirms this!!

Yeah, just connect the green wire to any black wire (this is what your mobo does) and it should power up. Mind you using a full sized PSU just for a CC or two will be horribly inefficient, you'd be better off using a smaller wall-wart or brick type 12v PSU.
