Powering servers/desktop machines back on

Its possible to shutdown and reboot desktops and servers with scheduled tasks and virtual machines through a central management program

Is it possible to turn them back on somehow? Obviously they will not have power but desktops can be set to auto turn on at a specific time.

I'm sure I have heard of a program that allows you to turn off, reboot and turn machines on. Maybe I am just thinking of 'Wake on LAN' - Not too sure how this works
 
Virtual machines can be scheduled in the hypervisor, physical machines can be done with WOL

I am running a test server. It kicks out quite a bit of heat, what I will be doing is working on it for an hour or so then shut it down. I then want to be able to fire the server up again remotely if possible.

How do I enable WOL on a server that is being used as a Xen Server?
for that matter how do you use WOL to turn on a physical computer?

On my desktop machine in the network settings, under power management I have 3 options ticked "allow this computer to turn off this device to save power", "allow this device to wake the computer" and "only allow a magic packet to wake the computer"

How and where do you send this magic packet from? As it says "only allow magic packet" what are the other ways of turning on the machine?
