Powering up problems....

I've had this problem ever since I built my computer (about a year ago), but it's finally bugging me enough to do something about it!
Basically I'll turn the power on at the wall then go to press the power button on the computer - and nothing will happen. If I turn the power switch on the back of the psu off I can hear a faint zzzzzpt sound of something discharging, after that turning the switch to on and pressing the power button will usually turn the PC on.
Once it's on there's never been any problems with stability/power issues etc.
I'm not sure if it's a problem with the power supply or perhaps with the motherboard, but I've ruled out the power switch on the case.
I don't have any spares to try swapping any of the components.
I think I'll probably have to take it into a shop but I'm loath to do that if i can fix it myself! Any help would be greatly appreciated!

That's what I was thinking. Might have to bite the bullet and take it down to the shop...

(Edit) Anyone else any advice before i have to go spend some money?
