Have one of these

In the past I have tended to clean off pre-applied thermal compound and apply my own because

1 - the pre-applied stuff wasn't that good
2 - it was probably too thick

But that was a few years ago.

Have thing moved on - is it now best to use pre-applied or still scrape off and use your own?

You'll probably feel happier if you do it yourself.

But it won't make a meaningful difference.

Money is better spent on a bigger cooler and still using the supplied paste.
 
Usually depends on the type of thermal paste that was pre-applied.

A 4g syringe of aftermarket thermal paste would last you a few years if you wanted to apply your own, depending on how often you would be removing the heatsink from your build.

Removing - hopefully not at all.

The pre-applied stuff is MX-4

I have a syringe of MX-4

So it really comes down to whether the pre-applied stuff is too thick - but it sounds like I would be best just using it as it is.
