Pre-installation kit for Windows Vista Ultimate 64 bit OEM

I have read that I will need a Pre-installation kit to install the OEM version of windows vista on my PC, is this true? I am installing it on a brand new hard drive if that makes any difference. Will I need a Pre-installation kit and if so where can I obtain it?

no you don't need... u can just install it on your new hdd...

i think the Pre-installation kit is for a system builder that sells computers with the OS like a company or something like that.. not sure really...

but i know u can use vista oem without it..
