Predicting Annex M upload speed

Currently, here are the stats of my router.

DSL Link Downstream Upstream
Connection Speed 16806 kbps 1167 kbps
Line Attenuation 28.5 db 13.9 db
Noise Margin 4.8 db 6.2 db

It is a 21CN line from Xilo. It's perfect. The only issue is that I need more upload. FTTC is not going to happen for atleast a good 2 years so I need something to tide me over.

I thought that only Be did Annex M (Not at exchange) but it seems some other suppliers do Annex M (like Plusnet Business) on ADSL2+ that I can get

Normal 21CN is 1.4 mb and I know that around 1167 kbps is the max I can get from that. Would an Annex M provider be even close to the 2 mb level for me (where it advertises 2.5?)
 
Should get about double of your current upload speed. Bare in mind you will lose some download speed because of this, as some download bandwidth is coverted to upload bandwidth.

I could deal with 2 mb download if I could get 3 mb upload or something. No problem for me.
