Preventing flakey paint from coming back

We have had a problem patch on the back wall in our utility room ever since we bought the house. I have scraped and repainted in the past only for the paint to flake again within 6 months. As we are planning to sell up next year I am in the process of hopefully sorting it out once and for all.
I am 99.9% certain the problem doesn't stem from any dampness, but is down to the plaster in that area itself.
I have stripped the wall to the best of my ability back to bare plaster, filled any imperfections, sanded it down, and applied an off the shelf plaster sealer.
I had planned to apply a 'basecoat' product followed by emulsion topcoat, but wondered, as an extra precaution, if I should apply some Zinsser primer which I have kicking about first? Can I use primer -> basecoat -> topcoat or is this just overkill?
 
I have already brushed over with a plaster sealer and will go over this with Zinsser primer.
The eggshell thing is a new one on me, but it would seem that this is quite a common remedy.
