Closest thing I can think of is magic number from Orange.
you can call a number for up to 1 hour for only 1 minutes talktime, any time of day or night.
You have to take an 18 month contract to get it, however you do get an additional magic number every 6 months (so at the end of an 18 month contract, you have 4 magic numbers)
