Primary monitor listed as second monitor in game

My primary monitor always comes up as the second monitor in-game. Sometimes games even start on my second monitor and I have to change the graphics settings. Windows has my primary as display 1 and my secondary as display 2, it just doesn't come up like that in game. How can I remedy this?

Windows 10
1080ti (driver 384.94)
Asus PG279Q (In GPU DP1 input, via displayport)
Acer V223W (DVI-D)

It depends... What happens if you swap the primary display in Windows to the other monitor, does the game then use the same monitor as before the change or does it swap too? If the game is always on the same monitor, then swap the cables around.

How about in Nvidia Control Panel > Manage 3D settings > Program settings > Multi-display/Mixed-GPU acceleration. Does choosing Single Display Performance Mode do anything at all? I don't have two screens to test, just wondering about that option.
