Neither! If you are using Photoshop remove any embedded colour profile from the image.
Then tell it to print and select the correct paper profile in the printing options for the paper, each paper will have it's own specific profile that you should be able to download from the manufacturers website (depending on make/model of printer/paper).
That will give you the most accurate colouring...however if you haven't got a calibrated screen it will only ever be a best guess scenario, you can't get perfect printing (without masses of trial and error) withour profiling your screen and paper I'm afraid, but that will help you along the way.
