Prioritising windows with a limited connection

Hello,

I was wondering if you guys could help. I live in a non-fibre area some way away from the exchange so we're lucky to get 5mbps from the wall. Worse still my room is at the other end of the house and I get my connection from a repeater. This means I get a steady 600kbps download in my room. It's not awful, very liveable in fact, but it is a little annoying sometimes.

Basically, I'm slowly downloading my Steam library but want to be able to watch some TV on my PC at the same time. Is there a way of prioritising the window for my stream to allow it to run smoothly which will deliver the remaining bandwidth to another download such as Steam in this case?

Could use something like netlimiter and IIRC Steam has built in support for limiting the speed of downloads (though I've not touched those kind of options in awhile).
 
Great, will look into Netlimiter. I can't wait until December, though I'm not holding my breath. Fibre was due to arrive this month but has just been pushed back.
 
^^ I was assuming he was mixing up the units and getting 600KByte/s download (5MBit/s) - IIRC the lowest option in steam is in kbit/s.
