Private plate question

If I buy a private plate, does it have to be registered to a car? I'd like to buy one for my wife for xmas but can I simply buy the "plate" thus declaring ownership and give it to her on xmas day, finishing off the registration to the car in the new year?

Does this even make sense?
 
You must apply to DVLA to assign the registration number to a vehicle. You must not display the registration number on a vehicle until you have received confirmation from DVLA in the form of a Registration Certificate (V5C) in the new registration number.

You have until the expiry date shown on your certificate to have the number assigned to a vehicle.
 
When you purchase a plate from the DVLA you receive a certificate of entitlement, and this is valid for 10 years. It should have already had the transfer fee included in the purchase price, and can be submitted along with the V5 to be transferred to the vehicle at your leisure.
