Only way I know of doing it is setting your folder settings and pressing apply to all folders, but I think that'll do it to every single folder on Windows
Open Expolrer to the root of C: click Tools>Folder Options>View Tab and set it up the way you want it the click Apply to all Folders, Close explorer and reopen to check.
