If you download an album from Napster, for exmple, and then burn the CD from the download does the CD resemble the quality of the original CD that you buy in the shop?

Simple answers please?

i.e. - Original CD = 100% and burnt CD from a download = ???%

No not at all, a huge amount of data will be lost when converting it into the format the site uses, probably WMA, and that cannot be regained.
 
WAV files ripped directly from the CD without undergoing any kind of samplerate or bitdepth conversion (i.e. they just rip them to 44.1Khz @ 16bit) would be an exact copy of the data on the CD.

Purists however would tell you that a burnt CD-R would sound different to the original because of the way they are pressed, but thats just being fussy :P
