Problem communicating with device

Just upgraded my PC with a new CPU, Motherboard and Memory.

Spec

AMD Phenom II 955 BE
G. Skill Ripjaws 4GB
Gigabyte 890GPA-UD3H
ATI 5770 1GB
OCZ ModXstream 600w
Antec 300
CD Drive

So I replaced and connected everything booted up and got to BIOS. Set 1st bootable device to cd drive to install Windows and I was told if its new mboard it wont boot from an hardrive. Problem is windows tries to load but it says "Windows has encountered a problem communicating with a device connected to your computer"

Status: 0xc00000e9

Info: An unexpected I/O error has occurred.

I did some research and apparently it can happen when the boot disk is damaged. The disk is farely scratched but not major. I tested the disk yesterday and it seemed to work in Windows.
I checked all connections multiple times too.
