Problem installing Windows 8.1

RESOLVED. Opened up the PC and found that the optical drive comm cable whilst connected to the mobo was not connected to the optical drive.

Have just had a new complete system delivered from Overclockers. Also bought Windows 8.1 to install on it.

Motherboard is a Gigabyte GA-78LMT-USB3

I'm sure it's something stupid as it's a couple of years since I've installed an OS. Even read the motherboard manual! Have googled and still not been able to resolve. Any help gratefully received. Pics following...

I've set the boot order in BIOS to boot from the DVD/CD

However, on the F12 Boot Menu, the boot device always remains as the Hard Disk, regardless if I select the CD-ROM and press Enter to save.
