Problem Logging on net / User account

My mate has XP and about 4 users on the PC. Everyone can get on the net except him!! When he tries by entering his account it says something about de-bugging i think and he cant get on the net!!

What are the solutions or things he can try please? should he do a format?

By account i mean his user name on the pc.
