Problem.....Motherboard or Processor?!

Okay so my Pc has went and em screwed up completely! It started to get erratic clocks on the CPU and it was ranging from as low as 9xx and then 1400ghz and then 1.86ghz, i thought, hmmmm whats up here! So I tried to take out a few components like changing the GFX card over the ram etc and nothing seemed to sort it out! Now however the PC no longer seems to communicate between the Motherboard and HDD! The HDD if I listen I can hear it boot up but then just goes quiet and does nothing, could this mean the MOtherboard is blown a fuse sumwhere? :confused:

Im pretty clueless as to what to do now as I have tried different components in different slots etc. I have tried different GFX cards, Ram slots, PSU's, HDD's, re-seating the CPU and nothing seems to solve the problem :(

I was thinking the next stage would be to try a New Motherboard, an inexpensive option just to get round to the key of the problem, could anyone suggest a good cheap alternative and also any other ideas on what I could try?
