problem with case and system fans

i connected two fans from h80 to my mother board sys1,2 or 3 header but it looks like its not controlling the fan speeds,same with the case fan ,sometimes it doesnt even spin. motherboard is gigabyte z87-d3h, if I connect h80 to cpu header then it spins at full speed.no speed control at all. fans are with 4 pins.
 
I used normal fan controller when i still had clc, as i never really trusted speed settings in bios.
Never had any problems, just had to test what speed/noise/temp ratio was best/acceptable.
 
The CPU_FAN header is the only only that has PWM control.

The others are 4 pin headers, and will work with PWM fans, but are actually Voltage controlled. Does gigabyte offer a software utility like Asus's Fanxpert, so you can play with the settings in real time?

The manual recommends running the pump (as I read it) on the CPU_OPT header. However, if the H80 is like my H70, they recommend it has a permanent 12v supply, so you want a non adjustable header or direct to PSU connection. The fan/fans for the H80 off the CPU_FAN, and then case fans on the SYS_FAN
