Problem with Chipset cooler

Hello guys,

I have a problem with my stock NB Chipset cooler in my MSI Neo4 Platinum v1.0. I have installed a eVGA 7950GX2 and this doesn't leave more than 15mm clearance between the mobo and the card therefore making imposible the replacement for a Zalman or an Akasa chipset cooler. I also contacted Thermalright but their range is not compatible with my motherboard.

The problem itself is the fan of the chipset cooler spins at 9000 rpm and the sound it gives is very annoying. I have thought about connecting a Fan Regulator (like the Vantec one), nothing fancy but may be that will put the noise down. Any other ideas or recommendations?
