Problem with CS - weird fps

I've no idea where to post this so this'll do.

Every few days I get a strange problem with CS (1.6) and have no idea what's causing it. The game usually runs at 60fps, but for whatever reason it'll randomly lock itself at 67, 72, 85 or a random number, and it's never the same. Everything I do in-game is at about 75% speed - running, my rate of fire, climbing ladders, walking, etc. Firing an entire clip against a friend, I had 7 bullets left by the time they ran out.

Any idea to find out what the hell is causing this to happen, and how to prevent it? Thanks

set the max FPS to something your use to and see if it does the same thing. If it continues, set the max fps to whatever your vsync is and enable that (force it if you have to) and see if it does the same thing. Can basically rule out the graphics card then and start looking at the CPU instead.

Fps_max and fps_modem are set to 101 and haven't changed. What could have turned vsync off? Nobody tampers with that kind of setting, only me and my stepdad use that and he only uses the pc to play bloody farmville and dragon age.
