Problem with my new 4870x2

I'm having trouble with the card I got yesterday.

CCC doesn't seem to recognize it properly in the section with the overdrive, and temperature monitors. It is all blanked out where it should show the clocks, etc. Likewise, ATItool won't work because it says a driver won't start.

3d mark 2006 net me a score of 12000 points which I think is pretty low even though my CPU isn't the best at the mo (Soon to be getting a q9550). In the system information of 3d mark it also wouldn't display the frequency properly.

Left for Dead plays pretty much exactly the same as with my 8800GT.

Since reinstalling the card thinking it hadn't installed properly, 3D Mark is pure corruption, whole screen is a garbled mess. However games aren't a problem.

I have installed an Arctic Accelero Xtreme cooler onto it and it's infinitely cooler to the touch than with the stock cooler so I don't think heat is a problem.

My PC spec is:
Windows Vista Ultimate 64
e2180 @ 3ghz
Gigabyte p31 DS3L
Sapphire 4870x2 2gb (previously a 8800GT 512mb)
4gb DDR800 RAM
SB Audigy
37gb WD Raptor
250gb WD hdd
X-power 700W PSU

I have also tried removing the overclock but it runs even worse.

Another thing I have noticed since installing it, don't know if it is related, is the Raptor activity is constant, it never stops whirring and crunching, it's annoying as hell.

Any ideas what's up? Could it be time for a format or is there something more expensive wrong? :( lol
 
I have now done a fresh install of Windows XP, latest drivers, the lot.
The card is running not much better than my old 8800GT.
I get 7098 furmark points, and I have now got an even lower 3d mark 2006 score of 9214.

Don't know what to do, have I got a knackered card or am I doing something wrong?
Could it be the PSU? Wouldn't there be other signs if it were the PSU besides merely poor performance?
