Problem with network slowdown

I run a wireless network in our house which is setup as follows.

Linksys AM200 modem (acting as router as well) --> Ethernet cable--> Apple Time Capsule

The AM200 is setup as local DHCP server. The Time Capsule is setup in bridge mode. This setup is in my dads office. I have then added an Airport Express in the upstairs landing to increase the network strength upstairs. The airport express is setup to 'extend the wireless network'. My problem is that although the reception upstairs is full and the time capsule and AE report no problems the internet speed is extremely slow. I have tested on my MBA in the office and the internet speed is excellent. I have made sure that all wireless clients are not set to static ip. Is it just that the AE is not working or is something else awry? Any tips about setup much appreciated.
 
just to add some numbers - downstairs (I am assuming connecting to the TC) I get 6.5Mb download speed result on speedtest. Upstairs in the landing (I am assuming connecting through the AE) I get 79Kb download speed on speedtest.
