Problem with overclock e7200

When stability testing the programs pass but its calculating my mhz completely wrong, this is only when i have used 400fsb on multiplier 7 and 8 etc

Cpu displays it correctly as 2800 yet orthos and intelburn both display as 3810 and 3809 - What does this mean?

Currently at 2.8ghz stable its showing as 3800 in stability tests
I can get my cpu stable to 3.5ghz on a 9.5 multi and around 370+ fsb and it shows correctly in stability testing and cpu-z

Ideas why its showing up like this and does it mean anything?

edit p.s the stupidly high voltage is due to fiddling previously to get 3.6ghz! ranging from 1.36-1.41 and still no joy!
 
It's normal for some software to mis-read the speed when you lower the multiplier.

CPU-Z always reads the correct speed.

Does it mean im reaching my max overclock when i have to move from
3500ghz @ 1.36v
3600ghz @ 143v to become stable
Or would adding ich mch and vtt fsb help because i havent increased them voltages yet

Temps are always under 60c but its 45nm and i read 1.36 is safest voltage but also read 1.45 is?
