Problem with RealTemp 3.70 and my over clocking attempts regarding EIST

I have a strange issue with the RealTemp 3.70 program, while I am trying to over clock my CPU

Basically I go to my BIOS to set up a 45 multi and use off set voltage and all that stuff, load up Windows 7, Realtemp starts and I open Cpu-z to check my clocks.

Now I am running at full speed of 4500MHz and Speedstep is not working, it is enabled in the BIOS along with C1E, C3 and C6 states are disabled as recommended when using offset voltage.

So I go to Realtemp settings and notice a box that says C1E which is unticked, as soon as I tick the box the CPU will downclock as it should with speedstep and the voltage will drop:confused:

Has anyone else seen this or know why this is happening?
