Problem with Ryzen 5 3600 on MSI B450 Tomahawk

This is a new build:
MB - MSI B450 Tomahawk Max
CPU - Ryzen 5 3600 (with extra 8 pin power)
Video - Radeon RX 590 Red Dragon (with extra 8 pin power)

When I power on, the diagnostic LEDs show:
CPU - for a couple of seconds
VGA - for a couple of seconds
BOOT - for about one second
As it's a new build there isn't a valid boot device yet.

The 'Lock' lights on the keyboard flash and Num Lock stays on.

Nothing appears on the monitor. I've tried the DVI and the DisplayPort. So is this a graphics card problem, and if so how do I diagnose it? I don't have a spare graphics card.

Memory in slots as advised in the manual.
The "Wraith" cooler that came with the CPU.
Not a modular PSU.

I reseated everything and cleared the CMOS, although that really shouldn't be necessary.

I solved it by booting from the Windows DVD. It seems that if there isn't a valid boot device it doesn't say anything, just waits with a blank screen until there is. Either that or reseating the graphics card did some good.

Thanks. It is working now, but I'll check for BIOS updates anyway.
