Problem with sky broadband speeds

Hi all, I am currently on sky broadband (the max 20mbps package). When I first got it, my router used to show a downstream speed of more than 13mbps all the time. For some reason, that dropped to 8mbps and then now to about 6mbps:

I have tried everything I know; reset the router, got an i-plate, new cables, tested different sockets...and nothing works. Its been at that speed for a few months now which is really annoying me. Could it be the router (DG834GT) at fault or is the problem from sky? Also if I have to call sky, what do I tell them to do?
 
Are you leaving the router on 24/7? sounds a bit of a daft question but some people i know turned theirs off until i told them never do it or the isp lowers the download speed due to thinking the line is unstable.(takes a week to recover once left on 24/7 to it's normal speed.)

I am not sure what else it could be otherwise, may be a fault somewhere between the line to the exchange, have you done a linetest?
 
His noise margin is very low for the sync speed and attenuation. My cousin gets 17000 on a 29db line, I would expect around 13-14000 sync on 34db attenuation.

Try it plugged directly into the test socket.
 
What is the test socket?

EDIT: And I do leave it on 24/7 also, what is a linetest?
