Problem with average speed limit cameras

In the daily mail this morning (no i didnt buy it) there was an aritcle about how the average speed cameras don't work if you change lane between cameras

Good technology eh!?

Even the police made a statement about it!

Thinking about it they could set up nine cameras over a stretch of motorway that could monitor all 3 lanes yes?
