Problem with x700

Hi. I recently purchased a HIS Excalibur Radeon x700 ICEQII 128mb (AGP). When I attempt to boot up with this card my monitor does not detect any video input, however, the card does light up. When I go back to my old card again everything boots fine.

I have 2 theories as to why this might be:

1. My old card is only a 9200SE and does not require the additional power connector. Could it be that my power supply is not succifient to support the new card?

2. The card is simply faulty.

Unfortunately my Fujitsu-Siemens computer has so labels or markings whatsoever on the power supply and so I cannot identify the wattage etc. I was wondering:

1. Is there any other way to identify my power supply? (can't seem to find anything in bios) or possibly a way to boost mine?

2. Could anyone recommend a sufficient power supply for a low budget?

My Spec (in case it's useful):

ASUS K8V-MX Socket 754 Motherboard
AMD Athlon 64 3000+
1gb RAM

Yes it is plugged in properly lol :P and yeah i've tried unplugging various drives etc that I don't need but still no effect. The more I research my problem the more it points to the PSU so i'll give that a try. Cheers for your help.
 
Well i tried another PSU which was 650W so easily enough to power everything and... it still does the same thing. Anyone got any other ideas? :(
