Problems connecting to windows pc over network

Here is the problem, I can see the pc in finder but when I click on it after a few seconds it says connection failed. I booted a different installation of Windows xp on my pc and the mac will connect to that fine. what could I have done to my windows installation to stop the mac getting through. I have both using the same workgroup, I have no firewall running but it says I don't have permission to access the server. where do I set permissions in windows xp?

when you create a share , be it a folder or map a drive, in the security tab, you can set permissions there .

On my Vista pc, right clicked on the folder i wanted to share/properties/sharing/share, then added a new user called Guest. Then advanced sharing, tick the box to share the folder.
I've also turned off password protected sharing.
Now i'm able to watch the TV programs from my Vista media center on the Mac
