Problems deleteing file. Plz help!!!

I have a .mkv file that will not delete.

Every time I attempt to delete the file I get:

The action can't be completed because the file is open in Windows Explorer
Close the file and try again.

I have rebooted several time & use a couple of file shredders, the file just will not delete

Any suggestions?

The file was broken & windows was attempting to create a thumbnail.
