Problems getting any overclock at all

I have the following upgraded system :-

Intel Core 2 Quad Q9550 LGA775 'Yorkfield' 2.83GHz 12MB-cache (1333FSB)
Corsair 4GB DDR2 XMS2 Dominator PC2-8500C5 TwinX (2x2GB)
Gigabyte GA-X48-DQ6 Intel X48 (Socket 775) PCI-Express DDR2 Motherboard
ATI Radeon X1950XTX Graphic card
Hiper Type-R 580 Watt Power Supply
Thermaltake Armor LCS
Vista Home 64 bit

I just cannot seem to have any luck overclocking above 2950 Mhz !!

Is there any reason for this ?
Is it the PSU ?
Do I need to do anything with the memory ?

Drop the DRAM Frequency down so that it's not running above 1066mhz. You can re-adjust it after finishing the CPU overclock.

Also have you set the correct voltage for the memory?

Have you increased the VCOre at all?
