Problems... Please help!!!

Hello I'm new here but I've been reading the forums for a long time. I'm having a bit of a problem installing my new rig. What happened is that I'm trying to install my Freezer Pro 7 on a DS3P witha e4300 processor and when I install the cooler and plug the computer to the power but the fun on the cooler only turns once and stops. I've also tried this with the one that came with the processor but the same thing happens. Can you please tell me how can I fix this?

The problem is that I plug the power cable in and it turns once... The PSU is 550W and it is working properly but also that the fan carries on turning only once I unplug the power cable... Can you please help me because I'm getting desperate.

Thanks mate, that did the trick but I have another problem now, I have a GeForce 7900GS 512MB graphics card and I connected it to the monitor with the vga to crossover converter but on the monitor it says "No Signal". The power supplier is 550W and it is connected to the graphics card.
 
Yes, the card has two of them and my monitor has a VGA connector. However, the card came with two VGA to DVI connectors. I plugged one of them to the monitor cable and to the card and there's no signal.
 
What can I do to stop the cpu fan to stop once I turn on the power? Where do I have to go on the Bios and how long can the processor be without the fan spinning while I change the configuration on the bios?
 
What I meant is that when I start the computer the cpu fan moves once and then stops... is there a way I could permanently fix this by going to the BIOS, if I have to do that then I would have to do it without the fan on because it only spins once when I switch on and when I switch it off. Someone said here that I could change that on the Bios but how can I fix this problem?
