Problems restoring Pi backup

I've a backup of a pi3 SD card made using win32diskimager on a windows machine. When I restore the backup to a fresh card of the same size I'm missing all my installed programs, settings and services. Nor can I see any of my downloaded programs in the Pixel file viewer. It's behaving as a new Pixel installation and not a complete backup. What could have gone wrong? A clue could be when it boots up it says 'resizing root filesystem'?

Please ignore this... I was writing a fresh pixel install to the card by accident! For some reason the extension .img wasn't on the backup so it wasn't visible in win32diskimager. Now I'm finding the Sandisk 16GB card is has a slightly smaller capacity to the original Samsung so the restore fails :/
